Purpose: With the adoption of Public Law 96-551, the Tahoe Regional Planning Agency (TRPA) was given the authority to establish environmental threshold carrying capacities. The term environmental threshold carrying capacity, is defined as a standard necessary to maintain the significant, recreational, educational, scientific, natural, and public health values in the Lake Tahoe Basin. The standards will be achieved and maintained through implementation of a Regional Plan to be completed within one year after the adoption of environmental threshold carrying capacities. Fish inhabit both the lake and stream environments of the Tahoe Basin. The habitat requirements often vary considerably between different species but all have the same general requirements of food, water, and cover. In addition, all have special needs pertaining to spawning and nursery habitat. An array of different “events” affect the Tahoe fishery. These events and interrelationships are examined in the following sections in an attempt to qualify the Tahoe fishery according to the constraints or limitations placed upon it. Through this effort, it will be possible to distinguish between the natural and artificial factors that interplay and set bounds on the Tahoe fishery.
